Police: 34 predatory offenders ‘not in compliance’ in Duluth

DULUTH, MN-- The Duluth Police Department SCAN Unit and U.S. Marshal’s Office conducted compliance checks on Predatory Offenders in Duluth.

Offenders who are convicted of crimes such as murder, criminal sexual conduct, indecent exposure, soliciting a minor to engage in sexual conduct, possession of child pornography, and kidnapping are required to register in Minnesota.

Offenders who do not follow the registration requirements are deemed ‘non-compliant’ and may be prosecuted for the felony crime of failure to register as a predatory offender.

Sergeant Jeremy Graves says most non-compliant cases come from people not filling out the proper paper work rather than committing criminal offenses.

“In my experience...most people once their notified that their non-compliant will contact us right away to get back into compliancy.”

Of the 309 registered offenders in Duluth, 34 were found to be non-compliant with one Level-Three offender, indicating a high likelihood to re-offend.

The Minnesota BCA keeps a list of all level three and non-compliant predatory offenders.
